Requires the Department of Public Instruction to issue tier II provisional teaching licenses for school speech-language pathologists to individuals who hold a valid license from the Hearing and Speech Examining Board or a valid speech-language pathologist compact privilege, combined with a successful background check.

Eliminates the tier I license pathway for speech-language pathology, which previously required a master's degree and one year of renewable licensure before advancing to tier II.

Removes previous tier II requirements that applicants complete training on children with disabilities, minority group relations, and resolving conflicts in school settings.

Amends statutes 115.28(7)(c) and 118.19(3)(a) and creates new section 118.19(7s) to establish the streamlined licensing pathway.

Takes effect the day after publication, with administrative rule changes following separate effective date provisions under s. 227.265.
