Intentionally depositing 4 or more tires on another person's private property becomes a Class A misdemeanor, punishable by up to 9 months imprisonment, a fine up to $10,000, or both

Courts must order restitution equal to the actual costs the property owner incurs to properly dispose of any illegally dumped tires

Current law only imposes a civil forfeiture of up to $1,000 for depositing tires or large items on highways, state waters, or public/private property

Creates new statute section 943.018 and amends restitution provisions under 973.20
