Department of Health Services (DHS) may certify psychiatric residential treatment facilities (PRTFs) to provide inpatient psychiatric services for individuals under age 21, with authority to conduct inspections, limit certifications, and ensure geographic diversity across state regions.

PRTF services become a reimbursable Medical Assistance (Medicaid) benefit, subject to federal approval through state plan amendment or waiver submission.

Admission requires treatment team certification that community ambulatory care is insufficient, inpatient treatment under physician direction is necessary, and services can reasonably improve the patient's condition.

PRTFs may use video surveillance in common areas without patient consent (but must inform patients/guardians), implement locked units for safety, and must comply with federal conditions of participation including restraint/seclusion protocols.

DHS receives 4.0 new FTE positions to implement certification requirements and may distribute grants to establish PRTFs, with preference for facilities in northern/north-central and southern regions of the state.
