Eliminates the cumulative preference point system for sharp-tailed grouse hunting permits five years after enactment, replacing it with a random lottery selection process for both resident and nonresident applicants

Increases the processing fee for sharp-tailed grouse hunting permit applications from $2.75 to $9.75

Directs $7 from each permit processing fee to a new appropriation for administering sharp-tailed grouse hunting permits and funding grouse management and research activities

Requires DNR to reallocate unused resident permits to nonresidents and vice versa if applications fall short of available permits in either category
