Prohibits operation of data centers in Wisconsin until the legislature enacts 14 specific regulatory requirements, with compliance determined by the Secretary of Agriculture, Trade and Consumer Protection

Defines covered data centers as facilities primarily storing, managing, or processing digital data that have at least 5,000 servers, occupy at least 10,000 square feet, or have electricity demand of at least 100 megawatts

Requires establishment of a statewide data center planning authority, mandatory public reporting of water and electricity usage, and environmental safeguards for air, water, and noise pollution

Mandates that data centers receive 100% of energy from newly built renewable sources and prohibits shifting data center energy, water, and infrastructure costs to residential customers

Requires local voter approval by referendum before siting, elimination of state and local subsidies, prevailing wage requirements for construction, and a ban on nondisclosure agreements between data centers, utilities, and government officials
