Prohibits landlords from charging prospective tenants any application fee for reviewing or considering a rental application, and bars accepting earnest money deposits that include application fees

Requires landlords to give prospective tenants a reasonable opportunity to provide their own credit report or background check before charging for one, and extends the acceptable age of tenant-provided reports from 30 days to 6 months

Maintains the existing $25 maximum landlords may charge for credit reports (all tenants) and background checks (non-Wisconsin residents only) when obtaining them directly

Requires landlords who charge for credit or background checks to provide the tenant a copy within 7 business days, in digital or print format as the tenant requests

Takes effect on the first day of the 3rd month after publication and applies to rental applications submitted on or after that date
