Requires the Department of Health Services to develop and maintain a statewide portal for sharing safety plans for minors at risk of encounters with law enforcement or emergency services during behavioral or developmental health crises

Allows minors to create safety plans with a facilitator that include their name, address, de-escalation strategies, emergency contacts, and guidance for responders; plans expire one year after signing

Establishes safety plan networks that may include schools, law enforcement agencies, health care providers, county human services departments, 911 dispatchers, fire departments, and the 988 suicide crisis lifeline

Requires minors to sign a release of information before plans can be shared, which can be revoked at any time except during a crisis; safety plan partners must maintain confidentiality

Authorizes 1.0 FTE position at DHS to develop the portal, with placeholder funding in the biennial budget; effective date is the day after publication or 2nd day after the 2025 biennial budget act, whichever is later
