Creates a water infrastructure assistance program for 3rd class and 4th class cities, villages, towns, and sanitation districts serving those communities to finance construction of water system upgrades necessary for federal water quality compliance

Appropriates $10,000,000 as a continuing appropriation to the Department of Natural Resources for FY 2025-26 to operate the program and provide assistance payments

Limits state assistance to no more than 50% of estimated reasonable project costs

Requires DNR to promulgate rules establishing project eligibility criteria, funding priorities, and the application process

Prohibits payments for costs incurred more than 2 years before the bill's effective date
