Eliminates mandatory Blue Book distribution to constitutional officers, legislative service agencies, state agencies, libraries, and educational institutions

Requires the Legislative Reference Bureau to survey legislative offices before printing to determine how many Blue Books each office wants, with caps of 350 copies for Assembly offices and 600 copies for Senate offices

Ends automatic distribution of highway service maps and folded highway maps to legislators, replacing it with a request-based system

Legislators may request up to 50 highway service maps and up to 500 folded highway maps at no charge; additional highway service maps require payment at the department's fee rate
