Creates an exception to existing state preemption, allowing cities, villages, towns, and counties to enact "just cause" eviction ordinances requiring landlords to make good faith lease renewal offers unless there is good cause for nonrenewal

Authorizes local governments to establish notice requirements and timeframes for lease renewal offers and tenant responses

Permits local ordinances regulating when landlords may enter occupied premises to show units to prospective tenants or sign leases with future tenants

Allows local governments to impose penalties for violations, including private causes of action and mandatory relocation assistance payments to tenants

Permits local ordinances to prohibit waiver of these tenant protections in lease agreements
