Creates a youth behavioral health program under Medical Assistance for individuals under age 21 with complex behavioral health needs, focusing on keeping families in the community and preventing institutionalization

Requires DHS to collaborate with the Department of Children and Families, Department of Public Instruction, Office of Children's Mental Health, and county agencies to develop the program

Covered services include mobile response and stabilization, intensive home-based treatment, psychiatric residential treatment facilities, substance use disorder services, psychiatry, outpatient services, and developmental disabilities services

Care coordination will be provided regionally by community-based organizations or county agencies, with DHS authorized to procure a single statewide managed care plan

Implementation contingent on federal approval of any required Medicaid waiver or state plan amendment; authorizes 1.0 FTE position at DHS to develop the program
