Expands Medical Assistance coverage for basic dental services to include services provided by dental therapists in addition to dentists

Defines "dental therapist" as an individual licensed under Wisconsin statute s. 447.04 (1m) to engage in limited practice of dentistry

Requires the Department of Health Services to ensure pregnant Medical Assistance recipients can see a dentist or dental therapist within 30 days of referral

Applies the 30-day appointment guarantee both to recipients who are pregnant at the time of referral and those who become pregnant while waiting for an appointment
