Counties that approve emergency detention of a minor become responsible for transporting the minor to the detention facility, including placing the minor in custody and covering transportation costs

Counties may contract with law enforcement agencies, ambulance services, or third-party vendors for transportation services

Law enforcement may only transport minors if it is the least restrictive and most appropriate method, or the only reasonable available alternative—contingent on DHS receiving federal Medical Assistance approval

DHS must reimburse counties for transportation costs and may provide reimbursement through Medical Assistance for minors enrolled in that program, pending federal approval

The act takes effect on the first day of the 7th month after publication
