Enables mothers to bond, breastfeed, and nurture infants born while incarcerated at one or more DOC women's institutions

Supports healthy infant development and provides comprehensive postpartum support services for incarcerated mothers

Builds on existing program that allows pregnant inmates or those with children under one year old to receive less restrictive placements and services promoting stable mother-child relationships
