Requires the state to pay municipalities the full negotiated amount for municipal services provided to state facilities, eliminating the current practice of prorating payments when appropriations are insufficient

Changes the appropriation from a scheduled amount to a "sum sufficient" appropriation, ensuring adequate funding to cover all municipal service payments

Covers services such as water, sewer, electrical services, garbage and trash disposal provided by municipalities to state facilities

Applies to payments made beginning in 2026

Amends sections 20.835(5)(r), 70.119(1), 70.119(2), 70.119(7)(a), and 70.119(7)(c) of Wisconsin statutes
