Creates a "transition to grazing pilot program" within the Department of Agriculture, Trade and Consumer Protection to provide grants and support to farmers implementing livestock forage-based managed grazing systems

Appropriates $500,000 annually from the environmental fund for fiscal years 2025-26 and 2026-27

Limits grants to $40,000 per recipient, with up to 75% disbursed in year one and up to 12.5% in each of years two and three

Eligible grant uses include establishing perennial forages, grazing infrastructure (fencing, watering systems), incentive payments during the 3-year transition period, and technical assistance from certified grazing specialists

Authorizes 0.5 FTE position to support the program and requires DATCP to assist with market development, best practices for forage-fed livestock products, and support for the state's forage-fed livestock supply chain
