Requires all University of Wisconsin institutions and technical colleges to designate intercollegiate and club athletic teams as either "males/men" or "females/women" based on participants' sex as determined at birth and reflected on birth certificates

Prohibits students of male sex from participating on athletic teams designated for females and from using locker rooms designated for females

Creates private right of action for female students who are deprived of athletic opportunities or harmed by violations, allowing them to sue for injunctive relief and damages

Protects female students from retaliation for reporting violations and allows them to sue institutions or athletic organizations that take adverse action against them

Allows institutions to sue licensing, accrediting, or athletic organizations that penalize them for complying with the law; applies beginning the first semester after the effective date
