Requires all Wisconsin school boards to adopt policies by July 1, 2026 governing changes to pupils' legal names and pronouns in official school records and staff usage of names/pronouns for minor students

School principals must make initial determinations on name/pronoun record changes, requiring either documentation of legal name change or a sworn affidavit affirming the change is legitimate and not fraudulent

For minor students, parents/guardians must provide written authorization before school staff can refer to the student by a name or pronouns that do not align with the student's biological sex during school hours

School boards must notify all parents/guardians with record access rights before approving name/pronoun changes for minors, and must deny requests if parents/guardians do not unanimously support the change

Establishes an appeal process to the school board for denied requests, while preserving rights under the Family Educational Rights and Privacy Act (FERPA)
