Requires the Public Service Commission to conduct a nuclear power siting study identifying opportunities for nuclear and fusion energy generation at existing power sites, new sites, and demonstration facilities

Study must develop guidance for advanced nuclear fission and fusion reactors, including small modular reactors and fusion energy technologies

Commission must review current small modular reactor permitting processes and engage with the federal Nuclear Regulatory Commission to identify opportunities for streamlining federal and state approval processes

Report with study results due to the legislature within 19 months of the effective date, including assessment of methods to streamline the certificate of public convenience and necessity process for advanced nuclear reactor facilities

Commission may use a request-for-proposal process to contract with a third party to conduct all or part of the study
