Exempts certain parties from Wisconsin's "spills law" enforcement for PFAS (perfluoroalkyl and polyfluoroalkyl substances) contamination, including notification requirements, environmental restoration obligations, and reimbursement of DNR emergency action costs

Protected parties include: persons who spread PFAS-contaminated biosolids/wastewater residuals under valid permits, landowners where such spreading occurred, fire departments, public-use airports, and municipalities that used PFAS in emergencies or training per federal regulations

Solid waste disposal facilities that accepted PFAS and property owners/lessees/managers where PFAS contamination did not originate are also exempt

Exemption requires the person to grant DNR permission to remediate the contaminated land at DNR's expense, shifting cleanup costs from private parties to the state
