DNR must create a municipal PFAS grant program providing grants for PFAS testing at water systems, wastewater facilities, and landfills (up to $1,800 for nonmunicipal water systems, up to $15,000 for private landfills), plus grants for capital costs, biosolids disposal, and pollutant minimization plans with matching funds up to 20%

An innocent landowner grant program is established for persons who spread PFAS-contaminated biosolids under permit, landowners where contaminated biosolids were spread, fire departments that used PFAS foam in compliance with federal regulations, and landfills that accepted PFAS, with grants capped at $250,000 per eligible person

Eligible innocent landowners are exempt from "spills law" cleanup requirements for PFAS contamination if they grant DNR permission to remediate at DNR's expense; other parties are exempt unless PFAS levels exceed state or federal standards

DNR is prohibited from impeding construction projects based on PFAS contamination unless the project poses substantial public health risk, would worsen environmental conditions, or the project entity caused the original contamination through reckless or intentional conduct

Water utilities that commence emergency projects (up to $2,000,000) in response to PFAS contamination without prior Public Service Commission approval are shielded from penalties if they promptly notify PSC and submit required documentation within 30 days
