Prohibits motor vehicle manufacturers from using technological or legal barriers that prevent owners, independent repair facilities, aftermarket parts makers, and service providers from accessing vehicle-generated data, critical repair information, and tools needed to diagnose and repair vehicles

Requires manufacturers to provide vehicle owners unrestricted access to vehicle-generated data without fees, licenses, or mandated decryption devices, and to provide wireless access through a standardized platform if telematics systems are used

Requires manufacturers to provide critical repair information and tools to owners, repair facilities, aftermarket parts companies, and distributors at fair, reasonable, and nondiscriminatory cost

Prohibits manufacturers from mandating specific brands of parts, tools, or equipment in repair procedures (except for recall and warranty repairs), and requires prominent disclosure notices when recommending particular brands

Imposes a forfeiture penalty of up to $10,000 per violation, with each prohibited act and each day of knowing violation constituting a separate offense
