Increases penalties for allowing an unlicensed person to operate a motor vehicle from a maximum $100 forfeiture to fines up to $1,000 for first offense and up to $10,000 for subsequent offenses

Applies to vehicle owners/controllers who permit unauthorized drivers and to businesses that rent motor vehicles, trailers, or semitrailers to unlicensed operators

Removes the knowledge requirement, making violations apply regardless of whether the person permitting vehicle use knew the operator was unlicensed

Applies to violations committed on or after the effective date of the act
