Prohibits filing or recording "non-improvement contracts" with a register of deeds—contracts for work, labor, services, or materials not used to improve real estate that purport to create a lien or encumbrance on the property

Exempts loan security instruments, HOA/condominium documents, commercial leases, maintenance contribution covenants, and certain other filings already authorized under existing statutes

Property owners may bring civil action to release the improper filing and recover actual damages, court costs, and reasonable attorney fees

Criminal penalty of up to $10,000 fine and/or 9 months imprisonment for violations

Enacted August 8, 2025; effective August 10, 2025; applies to instruments filed on or after the effective date
