Amends Wisconsin statute 757.05(1)(a) to require that when a court suspends or reduces a fine or forfeiture, the 26% penalty surcharge must be proportionally reduced as well

Adds "or reduced" to existing language that previously only addressed suspended fines, ensuring surcharge reductions apply to both suspended and reduced penalties

Applies to fines and forfeitures for state law violations and municipal/county ordinance violations, excluding certain exceptions like smoking violations, financial responsibility violations, nonmoving traffic violations, and safety belt violations

For cases involving multiple offenses, the penalty surcharge continues to be calculated based on the total fine or forfeiture amount for all offenses combined
