Requires DWD to implement identity-proofing measures for unemployment insurance claimants that meet NIST IAL2 and AAL2 digital identity standards before filing initial claims

Extends the statute of limitations for felony UI fraud prosecutions from 6 years to 8 years for fraud involving CARES Act pandemic unemployment programs (benefits paid on or before September 4, 2021)

Mandates DWD operate a call center with expanded hours (9 a.m.-5 p.m. weekdays, plus evenings/weekends) when call volume increases 100-300% year-over-year or during declared state emergencies affecting UI claims

Requires DWD to perform weekly database comparisons of UI recipients against death records, new hire directories, prisoner databases, and immigration databases to detect fraud

Requires DWD to provide free quarterly training seminars for employers and publish training videos for claimants on the UI system, and to notify the legislature if fraud detection methods are suspended or reduced
