Prohibits cities, villages, towns, and counties from spending public funds on guaranteed income programs that provide regular, unearned cash payments to individuals for unrestricted use

Funding prohibition applies to all local revenue sources including state shared revenue payments, tax revenues, and fee revenues

Exempts programs that require participants to perform work or attend training from the definition of "guaranteed income program"
