Authorizes the Division of Emergency Management to establish a hazard mitigation revolving loan program for local governments by entering into an agreement with FEMA under the federal STORM Act, with the state required to transfer 10% of federal funds received from the general fund to match

Creates a nonlapsible Hazard Mitigation Revolving Loan Fund to receive federal STORM Act grants, state matching funds, and loan repayments for ongoing hazard mitigation lending

Requires DNR to administer a Great Lakes erosion control revolving loan program with $5,000,000 in initial funding to assist municipalities and homeowners on Lake Michigan or Lake Superior shores where buildings are threatened by shoreline erosion

Increases DNR staffing by 0.5 FTE position to administer the erosion control program and requires DNR to promulgate rules establishing eligibility criteria and income limitations

Allows DNR to use emergency rulemaking procedures without demonstrating a public emergency, with emergency rules remaining in effect up to 25 months until permanent rules take effect
