Lowers the minimum high school enrollment threshold from 80 pupils to 1 pupil for designating academic excellence scholarship recipients, expanding eligibility to smaller schools

Creates a new pathway for homeschooled students to qualify as scholars if they score at least 33 on the ACT or 1500 on the SAT, with parents submitting nominations by February 25 each year

Requires alternates for scholars to have a minimum GPA of 3.800 or equivalent to be eligible if the original scholar does not qualify for the scholarship

Repeals several existing provisions related to scholarship designation criteria and processes under section 39.41
