Exempts tobacco bars established on or after June 4, 2009, from Wisconsin's indoor smoking ban, expanding an existing exemption that only covered tobacco bars in existence before that date

Requires qualifying tobacco bars to permit only cigar and pipe smoking (not cigarettes)

Prohibits exempt tobacco bars from operating as retail food establishments

Defines "tobacco bar" under existing law as a tavern generating 15% or more of annual gross income from on-premises sales of cigars and pipe tobacco (excluding vending machine sales)

Amends Wisconsin statute 101.123 (3) by adding subsection (n)
