Removes the 2,500 population threshold for towns to appoint (rather than elect) town clerks and treasurers, allowing all towns to use appointment regardless of size

Allows town boards to combine the clerk and treasurer offices immediately upon both positions becoming vacant, rather than waiting for current terms to expire

Permits town clerks and treasurers to appoint multiple deputies (previously limited to one), who must perform duties when directed or when the official is unable to serve

Repeals section 65.90(3)(a)1. related to publication requirements for proposed budget summaries and public hearing notices

Modifies highway discontinuance criteria so that a highway ceases to be public after 4 years if not opened or worked within that time (removes "traveled" as a qualifying use)
