Out-of-state registered vehicles meeting Wisconsin's ATV or UTV definitions are classified as ATVs/UTVs and subject to Wisconsin regulations, regardless of how the other state categorized them

Out-of-state vehicles that do not meet Wisconsin's ATV/UTV definitions cannot operate on Wisconsin ATV trails or routes and are ineligible for nonresident trail passes

Creates definition of "hybrid trail" as a combination ATV trail and route where both ATVs and motor vehicles share the same surface to connect trails or services

Expands "public all-terrain vehicle corridor" definition to include ATV routes and hybrid trails, which were previously excluded

Adds utility terrain vehicles to the list of devices not considered "vehicles" under motor vehicle regulations, except where statutes specifically apply
