Creates a new crime of "sexual extortion" (sextortion) covering threats to injure property/reputation, commit violence, or distribute intimate images to coerce someone into sexual conduct, producing intimate images, providing payment, or acting against their will

Establishes tiered penalties: Class I felony (up to 3.5 years, $10,000 fine) as baseline; Class H felony (up to 6 years) if victim complies with demands, suffers great bodily harm, or victim is under 18 with defendant not more than 4 years older; Class G felony (up to 10 years, $25,000 fine) if defendant has prior sexually violent offense conviction, offense occurs during child abduction, or victim is under 18 with defendant more than 4 years older

Adds sexual extortion to felony murder statute, allowing up to 15 years additional imprisonment if the victim dies as a result of the crime

Expands crime victim compensation fund eligibility to include extortion and sexual extortion victims, and allows compensation for death or injury from suicide if the crime was a substantial causal factor

Integrates sexual extortion into existing legal frameworks including sex offender registry requirements, teacher licensing restrictions, racketeering statutes, and evidentiary rules protecting victims' sexual history
