Adds new rights to Wisconsin's Bill of Rights for Victims and Witnesses specifically for sexual assault victims who have provided a sexual assault kit as evidence

Guarantees victims the right to have their sexual assault kit tested within statutory timelines established under existing law

Entitles victims, upon request, to receive information about the kit's location, testing date, testing results, and estimated destruction date

Requires notification to victims about whether DNA analysis was performed, whether a DNA profile was developed, and whether comparison to known profiles identified a suspect

Mandates that victims be informed of any changes in their case status, including when the case has been closed or reopened
