Extends ignition interlock device (IID) restriction periods by 180 days for each occurrence of: three or more violations within 60 days, tampering with or attempting to circumvent the device, or unauthorized removal of the device

Eliminates the 30-day waiting period for first-offense test refusal cases, allowing immediate occupational license eligibility upon IID installation

Eliminates the 45-day waiting period for second and subsequent OWI offenders to apply for occupational licenses, allowing eligibility immediately upon IID installation and completion of assessment requirements

Defines an IID "violation" as a breath sample above 0.02 grams of alcohol per 210 liters of breath or failure to provide a passing sample within the 5-minute retest window

Requires the Department of Transportation to develop an electronic system for IID providers to report real-time usage, violations, and compliance data
