Prohibits circuit courts from permitting the filing of a criminal complaint against a law enforcement officer involved in an officer-involved death if the district attorney has determined there is no basis to prosecute

Prevents judges from issuing complaints against officers in officer-involved death cases when the district attorney has declined prosecution

Creates an exception allowing court action only when new or previously unused evidence is presented

Amends Wisconsin Statutes sections 968.02 (complaint filing) and 968.26 (John Doe proceedings) to add these restrictions

Applies to district attorney determinations made on or after the act's effective date
