Prohibits abandoning boats on Wisconsin waters or adjacent riparian land without landowner consent

Defines "abandon" as leaving a boat unattended for more than 7 consecutive days without intent to return, or leaving a boat that is submerged, in disrepair, or poses a hazard to navigation, safety, or environmental health

Requires law enforcement to notify owners of abandoned boats in writing, giving 30 days to remove the vessel; boats posing immediate hazards may be removed without notice

Violators face fines up to $10,000, imprisonment up to 9 months, or both, plus liability for all removal, storage, and disposal costs

DNR must require violators to complete a boating safety course; existing safety certificates are permanently revoked upon sentencing
