Requires Wisconsin agencies to notify U.S. Department of Defense authorities when initiating a child abuse or neglect investigation if a parent is a member of the U.S. armed forces, reserve components, or Wisconsin National Guard.

Notice must be provided "as soon as practicable" after initiating the investigation.

Notice content is limited to: the name and address of the child or expectant mother, and the fact that an investigation has been initiated.

Amends confidentiality provisions in Wisconsin statutes to include these DoD notifications among protected reports and records that may only be disclosed to specified persons.
