Mandates referral fees be set in advance at fair market value, charged only after written resident confirmation, and prohibits fees based on a resident's potential value or percentage of facility services

Limits referral agencies to one fee per resident, with agreements capped at one year; no fee may be collected if move-in occurs after the agreement expires

Allows prospective residents to terminate all referral agency services at any time, including use of their personal information, via written or electronic notice

Establishes penalties up to $1,000 per violation and authorizes the attorney general or district attorneys to seek injunctions against violating referral agencies
