Creates a loan program administered by the Higher Educational Aids Board for Wisconsin residents enrolled at least half-time as graduate students in school psychologist programs, requiring a minimum 3.0 GPA

Provides loans of up to $10,000 annually for a maximum of 3 years ($30,000 total per student) at 5% annual interest

Forgives 25% of the loan principal and interest for each school year the recipient works full-time as a school psychologist in a rural county or urbanized area at a public or private K-12 school

Defines rural counties as those without urbanized areas where less than 25% of residents commute to/from counties with urbanized areas

Requires the Higher Educational Aids Board to request funding for the program in the 2027-29 biennial budget
