Establishes a fundamental right to bodily autonomy including abortion access, prohibiting the state from banning abortion when deemed necessary by a medical provider's professional judgment

Repeals Wisconsin's 1849 criminal abortion statute (s. 940.04) that prohibited destroying the life of an unborn child with penalties up to $10,000 fine and 6 years imprisonment, or up to $50,000 and 15 years for an unborn quick child

Eliminates abortion-specific informed consent requirements including the mandatory 24-hour waiting period, in-person physician consultations, and state-mandated informational materials

Requires state employee health plans and Group Insurance Board plans to cover abortion and related medical services if the plan provides maternity coverage

Removes restrictions on medication abortion (physician physical presence requirement), hospital admitting privilege requirements for abortion providers, and prohibition on abortion coverage through health insurance exchanges
