Requires agencies to specify in their statement of scope whether the proposed rule will be an emergency rule or a permanent rule, with separate statements required if pursuing both concurrently

Establishes a 6-month expiration period for statements of scope for emergency rules, after which agencies cannot promulgate emergency rules based on that statement

Maintains the existing 30-month expiration period for statements of scope for permanent rules

Limits agencies to promulgating only one permanent rule or one emergency rule per statement of scope

Applies to statements of scope published in the Wisconsin Administrative Register on or after the act's effective date
