Courts must award reasonable attorney fees and costs to parties who successfully challenge the validity of an administrative rule or guidance document, overriding standard fee limitations in s. 814.04 (1)

Rules or guidance documents can be declared invalid if they violate constitutional provisions, exceed agency statutory authority, or were adopted without following proper rule-making procedures

For judicial proceedings under subsection (2), attorney fee awards are limited to costs specifically associated with challenging the rule or guidance document's validity, as determined by the court

Applies to actions commenced on or after the act's effective date
