Creates a state program requiring the Department of Transportation to contract with a hearing protection device manufacturer to provide equipment to law enforcement and fire agencies

Devices must be reusable, in-ear canal design with minimum 25 decibel noise reduction rating and maximum 80 decibel output

State law enforcement agencies receive unlimited devices at no charge upon request

Local law enforcement and fire agencies receive free devices equal to 20% of their workforce or 10 devices, whichever is fewer

Additional devices beyond the free allocation available to local agencies at 50% of cost
