State agencies, local governments, and authorities would be prohibited from contracting with employers not enrolled in the federal E-Verify program or that knowingly employ individuals identified as ineligible to work in the United States

State agencies and local governmental units would be required to verify employment eligibility through E-Verify for all new hires after the bill's effective date, and could not offer employment to anyone identified as ineligible

Contracts violating E-Verify requirements must be terminated without liability for uncompleted work or materials purchased by the employer

All state procurement and construction contracts must include written notification of E-Verify requirements with employer signature certifying compliance

E-Verify enrollment requirements would not apply if the federal program is discontinued
