Requires state agencies to stop work on any proposed administrative rule that imposes any net implementation and compliance costs on businesses, local governments, or individuals, lowering the previous threshold of $10,000,000 over a 2-year period to zero.

Agencies must itemize costs and cost savings separately for each type of affected business, local governmental unit, and individual, and express total net costs as a single dollar figure.

Costs must be attributed to proposed rules regardless of whether they stem from underlying statutory directives, federal law requirements, or other factors limiting agency discretion.

Creates a new cost-offset mechanism allowing agencies to proceed with a rule if they promulgate or use a separate rule in the same calendar year that fully offsets the implementation and compliance costs.

Applies to proposed rules whose statement of scope is presented for approval on or after the effective date of the act.
