Authorizes agencies to share a child's permanency plan and written comments with out-of-home care providers before permanency plan reviews or court hearings

Out-of-home care providers include foster parents, guardians, relatives, nonrelatives caring for the child, and operators of group homes, residential care centers, or shelter care facilities

Requires redaction of information protected under state or federal confidentiality laws before sharing plans with providers, including records related to child abuse reports, mental health, education, and patient health care

Applies to both CHIPS (children in need of protection or services) and JIPS (juveniles in need of protection or services) proceedings

Takes effect 30 days after enactment for any permanency review or hearing commencing after that date
