Wisconsin Economic Development Corporation (WEDC) would provide no-interest loans to milk producers with 50 to 714 producing dairy cows for farm improvements and expansion

Eligible uses include improving farm efficiencies, animal care, milk quality, reducing environmental impacts from manure management, and building or renting facilities to expand capacity

Applicants must be Wisconsin-based, have no regulatory violations in the past 5 years for environmental, worker safety, or food safety laws, employ only legally authorized workers, and not be in bankruptcy

WEDC must prioritize applicants proposing to create skilled jobs, improve milk production and manure management practices, reduce environmental effects per gallon of milk, or improve labor efficiency

Effective date is the day after publication or 2 days after the 2025 biennial budget act publication, whichever is later
