Creates new definitions for "patrol" versions of ATVs, UTVs, off-highway motorcycles, and snowmobiles used by law enforcement, fire departments, and emergency responders, allowing them to exceed speed limits and proceed through red lights/stop signs when responding to emergencies with sirens and flashing lights activated

Removes the 1,000-foot length limit on bridges that local governments can authorize ATVs, UTVs, and off-highway motorcycles to cross, allowing counties, cities, villages, and towns to permit crossings on any non-interstate bridge within their boundaries

Requires utility terrain vehicles to have two headlamps and two tail lamps (instead of one each), and mandates that all headlamps, brake lights, and tail lamps on ATVs and UTVs be maintained in working condition at all times

Establishes a duty for ATV and UTV operators involved in accidents to render aid to injured persons and provide their name, address, and vehicle identification to anyone injured or whose property was damaged

Allows ATVs and UTVs to operate on any roadway during a declared emergency period for emergency purposes, and authorizes courts to impose treble damages for careless, reckless, or negligent operation that damages another's property
