Health insurance policies and self-insured governmental health plans must cover at least 28 mental health care provider appointments per policy year for mental health or substance use disorder treatment, or as many visits as necessary to meet treatment goals

Prior authorization cannot be required for these mental health and substance use disorder appointments

Applies to disability insurance policies, limited service health organizations, preferred provider plans, defined network plans, and self-insured plans of state and local governments including school districts

Office of the Commissioner of Insurance must prepare an actuarial cost estimate; if the estimated average cost increase for qualified health plans exceeds 10 percent, OCI may not enforce the coverage requirements

Takes effect on the first day of the 4th month after publication, with delayed applicability for plans under collective bargaining agreements until those agreements are renewed or modified
